Can you develop code for the system? The answer is a qualified "yes". We do have a provision for resellers to develop their own modules for the system. We can even sell third party modules through our reseller network. The qualification on the "yes" is simply that it is often more cost effective for our skilled team to do the  development work once you have specified it with the client.
